Fixed an issue that caused building pieces to be destroyed inadvertently since the last update

Fixed a (second) issue with windmills potentially affecting game performance

Note: We are still identifying the missing building pieces caused by the issue and continuing to develop the necessary tools. With this patch, no additional building pieces should be deleted due to this problem. If you notice any further building collapses or missing pieces within your plot perimeter, please report them using the F9 in-game reporting tool.
